After talking to my wife and some coworkers and then going to the cop shop and a little searching on the internet i found this site with a report #481469 from retarmy. Very interesting!
Our letters are the same except for a few things:
The drawing was held on July 30th
The amount of my check is $4750.
My tax payment is $3750.
Final payment is $95,250.

Everything else is the same that is in report #481469 except they did spell covington right. The check i have is #21975 with numbers on the bottom 00021975-061000104-1000091319441. The check is dated 08/07.
