I payed him 525 euros on Mar. 16 via paypal but never get anything Gulfport

I found mr. Michael Mann on getafreelancer.com and ask him to build a social network for me. I gave him 525 euros via paypal at Mar. 16. But never get any script or something. He gave me only Scoop of work (text file) and dissapeared
