Took a payment for a collection debt and never applied it to the actual company that I owed the money to and now I can not find Him

This Company sent me a letter threatening to take additional remedies if i did not pay my bill. So we provied him (Larry Short) with a payment by check. They a year later i come to find out he never turned the money over the the phone company that I was to pay off. Now when i try to contact him the number on the bill statess that I cant make the call...
