A phone call

I received a phone call on my cellular phone and a foreign guy stated that he was from the Federal Government. He told me, I qualified for a $12,000 grant from the Federal Government. He also said Presedent Barak Obama passed a housing bill. I begin to question. Then he told me that my check would be mail overnight to my address. I asked him what was my address. He wouldn't tell me. So I immediately figured that this was a scam. He proceeded to tell me that I can get the money if I sent $400 via Western Union to Mr. Amil Kumar. I then declined, because it sounded like a scam.
