Fraudulent business practices

Found out that I've been charged $12/month for my membership in reservation rewards. I somehow signed up for it when buying plane tickets in February through Orbitz.com. The charges have been made to my Citibank credit card. The credit card company will not allow me a dispute past 60 days. I talked with two people up from the the initial customer service representative. The last supervisor at Citibank said she cannot go back due to a restriction set on her by the Visa M/C International.

Reservation rewards has canceled my "membership" and says that it will reimburse me for $24 of the $156 thus far paid. At this point I am out $156 for no service or goods. If they do reimburse the $24 I will still be out $132. I have contacted the Attorney General's office of California through an email with a cc: to reservation rewards's customer service email.

Any suggestions as to what to do next?
