I have lived at Archstone Cheshire bridge apartments in Atlanta Georgia for one and a half years. I live on the 5th and top floor of the Apartment. Approximately 5months ago new downstairs neighbors moved in. They had their bass so loud that things in our apt complex were moving. This went on for 10 hours straight on their move in date. We were disturbed by this but didn't think it would be a recurring problem. This continued to happen for the next few weeks sporadically, always during the day, so even though it was excessively loud it was not a big deal because it is not hindering our lives, it is just a nuisance. This is an apartment complex after all with neighbors all around us. We did find this noise especially ridiculous due to the fact that the neighbors causing the problem live below us. Then the excessive noise started happening at all hours of the night. We went into the office and started complaining about the downstairs neighbors and they said that they had received other complaints as well and they would go talk to them.
The next day it continued to happen so I went down to the office and complained about them not doing anything. They said they had and would give them a 7 day notice and if anything happened again then they would be evicted. Then that same week on Saturday morning at 3am we reached our breaking point.
I was woken up by vibrating bass in my apartment coupled with screaming and slamming of doors and smoke from weed so strong it was coming into our apartment through our balcony doors which were closed. We have had enough. Myself and all my roommates (3 tenants total) have careers and work normal hours, 6am-5pm, and we have the weekends off. I called the apartment call center and asked the page the on site security officer. They said they would be there asap to take care of the problem. Extra note: I have called this officer several times by now and it never seemed to do anything about the noise but the apt constantly claimed that he went to the apt. So after I hung up with the security officer I promptly called the police. I then went downstairs and sat in the hall of the problem apartment waiting for the on site security officer to come and do something about it. An hour went by. No cops, no security officer. So I call the call center again and ask where the security officer was. They tell me, that he has already been to the apt and it was handled. This was obviously not true because I stood in that hall from the time of the call for an hour until I called them again. I push that aside for now and I call the police back. The operator says that the police have already come to your apt complex and your call box was broken so they left. Keep in mind I live in the city of Atlanta and pay $1600 for a 1550sq ft. Loft. We pay the most in the building by far and the other avg. Rent is $1100-$1250 a month. So for that amount of money paid a month I expect the call box to work. So I ask the police to come back again. I wait out in the street for 2 more hours. It is now 6am. This whole time the party was still going on to my knowledge, but now I can't hear if they are still loud b/c I am in the street waiting for the cops. The cops finally arrive at 6:30am and I let them into the apt complex and the neighbors are now quiet. The cops knock on the door and say if they don't come to the door we can't do anything. They leave.
I talk to the office the next morning and tell them my story and they say that they are serving their eviction notice today and it could take a little while for it to take effect. I thought that after this horrible experience that it had finally been taken care of. Unfortunately the apartment complex lied to us again. No eviction was ever served. The music goes silent for about 1 week. Then on a Monday/Tuesday morning it is back again at 2/3am. It was once again loud enough to wake me up from a dead sleep. I have to wake up at 6:30 every morning for work and this lack of sleep is really starting to affect my job. If I call the police I have to stay awake for the police to get here and that compromises my ability to work as well. So I call the police anyway and they come again and say the same thing, if I knock on the door and they don't answer then they can't do anything b/c they can't prove the noise or weed smoke is coming from them it could be anyone so they can't do anything. The next day I go and complain to the office again. They go and yell at the neighbors for the current noise they are producing again and they turn it down for 10 minutes then they turn it back up. No resolution. Now 4 times a week I call the security officer and he still does nothing. I call the police and they DO NOT even show up anymore (apparently by law they have to show up and I am working on the police department separately).
The office is now ignoring all of our complaints and not doing anything to solve the situation. They also claim they have visited the apartment and there is no subwoofer in the apt and it is the TV making our stuff vibrate in the apartment. We have also gotten one of the office employees to come into our apt and hear what we are hearing at the time of the noise violation. She claims that it is not loud enough to warrant a citationwhile all of our feet and a glass full of water were vibrating while we were sitting there. This leads me to believe that office employee that was assigned to our case has a personal relationship with the tenants. The office tries to claim the bass is coming through the walls from the TV b/c it is sitting on the floor pushed up against the wall. So now they have offered to buy the downstairs neighbors a TV stand and rug to suppress the vibrations. Then we asked how much that would cost and to take that off of our rent as compensation. They said no. We have kept this 100% legal by the book the whole time and we asked specifically to remain anonymous so we did not receive any retaliation on our apartment, cars, or even suffer personal harm. The office employees handling the situation broke that and accidentally let us know that they told the neighbors who we are. That is a serious problem because our safety is now compromised. The excessive noise happens 6/7 nights a week and is completely ignored by the apartment complex. I have tried talking to the neighbors but they do not respond when I knock on their door. The apartment complex has broken the lease in many cases and has been completely rude and insensitive to our complaints. Never rent an apartment from Archstone.
