In the mailing, if you look real close at the left margin... There are two faint gray lines of text running vertically. These lines say "By paying with my check, I accept that it may be converted and electronically debited from my bank account.in the unlikely event that my check is returned unpaid, a state-allowable fee may be debited using the same means." If you miss this, you could find yourself with an empty account... Not to mention that when combined with the birth date info they request, they could cause more identity theft and fraud! My suggestion would be to turn the whole mailing in to your local Postmaster and let them know this is going on.
