I want to return item before I recieved it

I was told that once I receive the following item: RP: Order #: 2365413 Below this is the email that I recieved regarding my order. Why can't i cancel the order now. I do not want it. I want to make sure that I am not charge for this item once received what are the step I need to take to get this back to your company with out being charged? Your help regarding this matter would be so helpful.
