Francois Delon Sending Fraudalent Letters Stating Lottery Winnings

This company is beginning to get on my nerves, I've tried contacting the federal government to stop this harrassment through the mail but their website is not the correct one that was given to me.
I was informed to send all the e-mails to
U.S. Secret service @419. Fed@usss. Treas. Gov
This address was listed for someone/something else. What more do I have to do to stop this? It has gone from requesting $10.00 to $14.87 and just recently today, I receive a letter where I have a choice of sending $20.00 or $40.00 to receive MY PRIZE MONEY!
Come on now, someone, somewhere, has got to stop these people. There are people out there who are desparate and do not know any better. I would hate for some elderly person to lose their life savings or retirement thinking they've just become millionaires.
Please help us!
