Scam! Whoever is sending this out continually changes the way they do it! N

I recieved a letter from the International Ticketing Office today stating the below:

Dear... (Whoever this letter is sent to)

There are three stages to entering the El Gordo December Spanish National Lottery through International Ticketing Office - and you have already passed through the first two! Now you can enter the FINAL STAGE by playing for the chance to enter and share in the prizes - including a share of the US$468,000, 000.00* first prize pool!

At the First Stage. Your name was selected from amongst many others for the chance to enter El Gordo December - one of the world's great lotteries. At the second stage the entry documents you hold in your hand were issued for your use to enter the US$2.16 Billion* draw. Now it's up to you. Complete the Final Stage Confirmation with 'prizewinner Information' and payment details then return it promptly - ensuring you attach the special FINAL STAGE seal to your reply envelope. You will enter El Gordo December in a select group of 100 players with a guaranteed chance to share $US 2.16 Billion* in prizes!

You've already passed through two of the three steps to winning cash - make sure you reply today!

Mel Reeve, President
International Ticketing Office

P.S. Look for the 'Ace' playing cards enclosed - they are the key to ADDITIONAL FREE SYNDICATE CHANCES* TO WIN CASH in El Gordo December - Check for details on the back of your Final Stage Confirmation - and reply within 14 days of recieving the offer.

Along with this letter I recieved all 3 'aces' which would give me 10,419 free chances, if this was real. They ask in return that you either send US$18 by Cash, Check, Money Order, or major credit cards. Also if you were to 'win' any major prize, they would send it by check, or direct deposit into your bank account. I'm sorry, but personally I would rather them not have my bank account number. Also when you send it back they request your e-mail, birthday, and phone number. And last but not least, I'm not sure if it is a reference number or a claim number on there that comes with it, looks like a oversized barcode to me. I hope that everyone that reads this is takes it seriously so that they do not get scammed. If you recieve a letter of this sort you will notice all the asterisks on it never get explained. Please be forwarned, whoever the person is sending out this scam is changing the type of lottery constantly, I searched through the site for "El Gordo" and came up with other stories about the same scam, but in a slightly different form, but it still stays as a lottery.
