Charge my card 50.71, held for 21 days Jacksonville florida

I ate at a restaurant bill was 36.75, h&r block emerald card, charged a additional charge of 50.71 said mechant did it, told me to have merchant faxed a letter. I did that, when the mechant called to vertify, they hung up on him, i called back they said he did not call them, i was sitting there, told me my money would be released dec 15, hung up on me agian
