Charged for New Password, Then 3-5 Day Wait for Letter

I have been fighting with PayPal back and forth for a week now, and my funds are getting eaten alive by their instructions to get a new password. It does not even ask my security questions. It just charges me, and I have to wait 3-5 days for a letter that I might get! It is very frustrating, especially when people are sending me money by PayPal. What a rip-off! Help me!
