Will not give me my refund of $2,600

ICB took $2,600 out of my account and will not refund me my money after i canceled my contract on the third business day as stated they would. ICB will not return my emails or my phone calls! This is rediculous!!! What makes it worse is that i am in afghanistan and cant do much about it!
