Paid 3500.00 for a web site and advertising for a site that does not exist

I paid for a web page and advertising, when i go to fill out a application for health care it comes up as a blank page. I have tried to report this and have been reassured there is nothing wrong with the site. Ihave had this so called business for three months and have not collected a dime.
