Ripoff scam

I recieved a phone call about a year ago from First Beneficial offering me a credit card with no interest fee or apr. With, a one time fee of $199.00. Not knowing anything about the company and desperate for a credit card I gave my banks information and $199.00 dollars was debited from my account with out any balance in it to begin with. I finally reach them 6 months ago calling almost every chance I get, the representative assured me that they will send my card out. Until now, I've been waiting for almost a year and still nothing.
