Took $200.00 from my acoount for credit line of $2000.00 never heard from them again

I got a phone call for a credit card offer for $2000.00 credit limit, with 6.9%. They asked for a $200 upfront fee, in which they set up into two payments of $100.00. They took my social secutity number along with my banking information, and I still hav'nt recieved anything nor heard from them again.
