Repeated Fraudulent Billing ripoff

I have never used PMSEOGUIDECOM yet I keep getting a bill on my creditcard statement from them. I've went as far as to get a new credit card number issued to me but the bill showed up again.

I've disputed the charge and was refunded before so this bill should not be showing up anymore.
