Failed to deliver purchases, promised refund - not given, now refuses contact. On-line Pharmacy

I received info. On this company from a service website which screens on-line pharmacies for legitimacy, so I trusted them. A few months ago I made a purchase which should have been delivered within 11 to 14 weekdays. After 3 weeks I e-mailed customer service to inquire about the order. They told me there had been a pharmacy error and the order was delayed, but would be delivered soon. The same message was sent the following week, and the week after that. I finally got an e-mail stating "Dear Customer, The pharmacy cannot keep you waiting for so many days. They are refunding your credit card in full. We are very sorry for this inconvinience they had a problem with inventory. The pharmacy is trying to resolve this problem. Thank you Have a great Day! Penelope Desilva, Customer Services Rep." I waited a week with no result. I e-mailed again. At this time I received this message "I cannot do anything else. We refunded cards two weeks ago. Right now it is between banks. Thank you. Have a great Day! Penelope Desilva, Customer Services Rep." It's been 3 weeks now, I still have no refund and no one at MEDICATION DELIVERY will respond to my e-mails. They ripped me off for almost $200.
