Royal Trust Fund Financial Service - Kerfoot Tech ripoff, sent a winning check, must be cashed and wired back 60% in 5 days, check no good

Royal Turst Fund Financial Service sent me a check for 4500.00 stating I won their sweepstakes. The letter attached stated I must deposit the check and wire them back 60% to cover taxes within 5 days or the check will be stopped. But the bank holds the check for eleven days. The Check they sent is bad and I lost the money I sent them.
