$2,000.00 Credit card offer, took $249 from bank account, no credit card

I was offered a credit card (unsecured) w / $2,000.00 limit, they told me it would take about 25 days. They took $249.00 from my bank acct on May 31, still not credit card. I have been trying to call them for weeks, 3 beeps then a message stating all representatives are busy, leave a message, I leave a message, no call back. I have a copy of the $249.00 check they deposited into their acct at Summit State Bank, Santa Rosa, CA. Lloks like their acct # is 321181807. I would like to get my money back.
