Nn May 21st 2013 Jeremy Ricards replied to my Craiglist add regarding building a new website

I had an agreement with Jeremy Richards, although i am not sure this is his real name, to build me a website, he chrged me a $1000 (i have a bank transaction number to prove that) upront, and we agreed that i pay the balance upon completion of the work,
Jeremy Richards send my an image of one page (not the whole website)
and after that he saying that i need to pay another $500 to another person, and only after that i will have my order completed.
Furthermore,
in our initial agreement I clerly stippulated that i need a website accessible from all platforms including Windows, Mac, iOS and Android operating systems, but now Jeremy Richards refuses to provide me a functional website with specified functionality.
