I was charged #3.99 plus tax on my Roger's bill. I have no knowledge of this call. I am on the NO CALL list but this didn't stop these scammers. I haven't tried calling called to see if I can get my money back yet. Somehow I doubt this will happen. I don't know if this charge can be applied without anyone picking up the phone.
