Joseph Sefton Duncan, II lives in Schenectady, New York and has evaded paying a court order of child support with arrearages totaling approximately $10,000.
He refuses to take part in my daughter's life and by his personal choice-has never seen her. My daughter is now 13 years old-and the oldest of his children.
Mr. Duncan has lived in hiding for the past year and a half. His family knows his whereabouts, but will not disclose them to the proper authorities-yet they accept my daughter as their blood relative.
Mr. Duncan claims to be unemployed and attempting to receive disability from the government from a back injury. He says that this back injury is so painful that it all but debilitates him from normal activity, such as walking for long periods and sitting for long periods. His claim is that he's in constant pain.
Mr. Duncan also has a total of 7 children-two of which were created after this "most painful injury" that has debilitated him to the point of unemployment.
