Refuses to credit card because the tech could not solve the problem

I requested tech-support and settled 79 bucks via my credit. I was informed particularly when they couldnot aid that my credit card wouldbe credited. The technology explained they couldnot resolve the problem. My credit card provider approached them-and they stated they'd solve it. This all happened on 10/13.
