Administrative Fee - Waste Management

I noticed an admin fee on bill. I inquired through the web site and they stated it was for "generating" paper invoices. I responded through email and phone that I get my invoice from email and submit my payment electronically. They said we need ACH authorization to remove the fee. That's coercion! I can't select another service, otherwise I would.
