Took money for product and has not delivered. Will not answer emails or phone calls

Order the Windows 7 software on 9/17/02. Ditigsee sent message saying they had charged credit card. Nothing was provided about the download. I have sent 3 email message (one today) asking when the download would be made available. I called the listed phone number only to hear it say that the box was full and could not take any more messages.
