Terrible service

I ordered AT&T's U-Verse internet service upon moving because I had issues with Comcast having outages in the past. After I set up my U-verse service, I immediately had problems. I had informed the sales associate that I wanted the highest tier of internet service to ensure video streaming and download speeds would be acceptable. From the beginning, I was unable to watch videos on any major site (YouTube, Hulu, Netflix). They would take several minutes to buffer, and then would stop every few seconds to buffer again. Websites would take several minutes to load, and images rarely loaded. It became so aggravating that I called Customer Service. After having to demand a representative from the electronic voice recording, I spoke to 2 representatives, and got 3 different answers to my question. They also all recommended a service technician come out, but no one could give me a straight answer as to how much they planned to charge just to send the technician. I spoke to a supervisor and took his information, and he agreed I could contact him if I had any issues. They sent a technician, who came out the next day and spent 45 minutes examining the wiring at my apartment. He then informed me that I would need to downgrade my service because I couldn't get the service I had because I was out of range for AT&T's service. Funny how their sales associate told me I was in-range and sold me the service! I am in the process of contacting AT&T for a full refund and to cancel my service. I'm also contacting the FCC and BBB as recommended on several other forums. I will update on my dealings with getting my payments refunded.
