Charged me $39.84 for a computer program that does not work and set up recurring yearly payments Internet

SafeCart sold me a software program that does not work and set up without authorization yearly charge to Paypal for every. They set up charges of $39.84 yearly and no way to cancel the charges. I went to Paypal; and canceled the payment.
