I filed a report with the US Postal Authorities and well as with the Santa Paula Police Department.
I have asked the Police to file theft charges against this guy who is a class A moron and thief in my opinion. Shame on me (and probably you, too) for not doing more research as this is their pattern of operation based on their history.
My suggestion, if you've been ripped off is to contact Officer Cordero, of the Santa Paula CA Police Dept and report your incident (if you've experienced one) with him.

It's time that we, as consumers, stand up to crooks that steal our money and then they are allowed to continue doing so.
There's no difference between the crook that robs a 7-11 or a burglar that robs a person's home and people like this who steal our money.
The worst part is that no authorities seem to be willing to do anything on this outright thievery.
Please also report this to the local television stations are surely there has got to be a consumer reports type of segment of their local news.
