Charging major fees after bill was paid in full

I purchased a few products from Carol Wright Gifts through the shop now payplan,

Since I did not receive a bill in the mail to pay for my product I searched on the website to pay the bill, since they did not offer a way to pay online I called the company,

Since I do not give out payment information on the phone I was told to wait for a bill,

When I finally received a bill I paid the bill in full plus fees they added to the bill, the total was $67.79.

Then almost 1 1/2 month later (today) I received a 2nd bill saying I owe another $42.58 in fees.

The products I ordered was a total of $42.97 $8.94 postage and handling

How can companies get away with these scams.
