Sent a dell driver that doesn't work and refused refund

I was scammed by E-tech Silicon Valley, Santa Clara. They sent me a dell driver that does not work at all. Then sent me pictures by e-mail saying it did work before they sent it and refused a refund or replacement. I charged $125.16 on a my credit card on merchandise that does not work. I have a feeling they are scamming others as well. An online internet scam.
