They debited my account for 149.95 WITHOUT USA Credit Services-will not return my money

I appllied for a Payday loan and the USA Credit Services website appeared while I was waiting. It wanted me to sign up for theier services for 149.95 plus 19.95 per month. To opt-out and not the website satated to uncheck the box whch I did. They still took the money from my bank account and have not responded to my calls or e-mails.
