Ripoff ebay auction never sent computer Atascadero

On 7/26/03 I sent Rocky Downs - (ebay user id window 989) a postal money order by registered mail for an auction I won

I never recived the product. I keep getting multiple excuses as to why this is happening. First there is a problem with shipping, then there is a problem with the computer he said he is going to refund my money, that was 2 months ago!

Now he says he is waitng for the escrow to close on his father's estate and when it does I will get my money. This individual is a fraud pure and simple. Do not buy anything he sells on ebay.
