Ripoff fraudulent business popup screen

I was surfing the internet and a popup screen appeared and ask me if I agreed to the terms and conditions of there contract, and I said no.

And I attempted to close out the ad, and it would not close.
And when it did close it popped up again. It took me approximately 6 minutes to close out for good.

I received a bill in the mail by said company, for an amount of $31.81 for services not rendered, and I feel I should not pay one penny of the charges.

PS. Can you please help me with this problem?
