Charging me monthly fees on my checking account for which i did not authorize

I checked my checking account today 1/14/09 and found 2 debit charges made by Smart Savings Center. One charge for $1.00 and the other for $9.64. They have an 800 number but unable to get through after long wait I get disconnected. I did not authorize any of these charges.
