I opened my phone bill (AT&T) to find an extra charge for a voicemail service I had not requested. I called AT&T but could not reverse the charges since they were acting as a third party biller—although they did suspend the charge pending a dispute with the actual vendor. (I would recommend anyone reading this call their phone company and request a service I did not know existed prior to this, a block on third party billing.)
When I called this "vendor" I was told that the charge was valid and that they would not issue a credit. Even though I never asked for the service, much less used it. Further, they promised to charge late fee's for every month the charge wasn't paid. I'll risk it. I'll also be filing complaints with the FCC and FTC.
