Wont send product say they cant refund money baltimore -d

I had orderd a computer but never recived any papers to file to sing i cannceled they said they cant refund money I have to purchase some thing I selected a cheper lab-top and it's paid off science 2 months ago and i have not recived anything they still have more money of mine so i dont know what too do. Please someone help.
