On the 24th August my family bought TweakPC Utilities 2008 with the extended download via SWREG (Digital River) and paid for via PayPal because they offer "buyer protection". We parted with the $56.61 including extended download, downloaded the product, excitedly started the utilities but the screen I needed for partitioning didn't exist. Tried another utility, Microsoft alert closed down the software. Restarted the software selected another option fail, and another, FAIL!

Copied ALL the screen shots as requested by TweakPC when every single option FAILED or did something totally alien to the suggested use. Emailed TweakPC via SWREG with ALL the 9 emails and screen shots with the FAILED individual utilities.

Next day, received email from TweakPC stating I would have a replacement product but no attachments or links included in the email. Sent another thanking for their prompt reply but asking when and how I would receive the replacement.

29th August received an email from TweakPC with one line "In 2 business days!" but again no attachments or links.

On 31st August tried to contact SWREG but could not find a way to contact them as it only allowed me to contact the vendor TweakPC who were stonewalling me.

Contacted PayPal on 10th Sept and asked them to assist. Sent email via PayPal to SWREG.

No response.

Family bought new software from a known software designer, Symantec.

26th Sept escalated dispute to a claim via PayPal

We're unable to decide this claim in your favour at this time. PayPal's Buyer Complaint Policy applies to the delivery of goods but not to disputes about merchandise quality.

So, the bottom line is TweakPC software is selling poor quality software via SWREG who does not provide an easy means or in my experience ANY means for a disgruntled customer to redress problems. PayPal does NOT provide any real customer security if the product you've bought does not match the advertising and so if someone sends you a 6 inch nail as a wardrobe PayPal will regard that as satisfactory.

This could have been so easily resolved but NONE of the above are/were interested in end customer satisfaction.

I can provide ALL eveidence to back up my statement here.
