Accepted payment for an online purchase never sent the merchandise. Did not provide refund

I purchased the book, "Crisis Preparedness Handbook". I paid through paypal and this payment was charged to my credit card.

The book never arrived. I wrote to the company and was told there was a problem with the post office. I asked for a refund but they asked that I reconsider and they said they would resolve the problem and send the book. It has been over 5 months now and the book has still never arrived. It is too late to get a refund through Paypal.
