Takes money without delivering merchandise Thief

I ordered customized scrapbook title words in Nov. I never received any merchandise and did not receive a refund, either.

The only thing I did receive were a couple of emails stating the merchandise would be shipped. But it never was. And an email stating she would refund my money, which she hasn't done.

The emails I did receive were full of excuses - the Christmas season was so hectic, her email was crashing, and she forgot.
