Innetworks web design ripoff

I contracted with James Sulinski aka North Atlantic Consulting last year to build a website for me. He required a down payment, which was paid via Paypal and the product was never received. It has been almost 9 month since the first part of down payment was receive by Mr. Sulinski and I still have nothing to show for all the money I paid him. Do not do business with this 'man' or any of his aka's
