Mischarged my account then refused to reply to correspondence Unknown

Paypal charged a token amount against my bank account which they stated would have a code attached to it. To got a refund for this amount, all I had to do was quote the code from my bank record. However, there was no code on the bank record and Paypal did not reply to my mails after many attempts to contact them over several years. Although there was only a small amount involved, this could be a scam amounting to millions if enough users are caught up in it.
