Can't get goods i ordered and won't refund my money. Ripoff Dallas Texas

I paid for a membership to order items and rebuild my credit and this company WILL NOT send me my membership card after I paid $37.00. This has been 2 months-they answer my calls and say that I have to return the membership packet to receive my refund but THAT is the problem! HOW can I RETURN it if I can't get it??
