From mySimon search, I found Windows Vista Home Premium upgrade at a lower price with free shipping from Buy.com, so, I ordered on 2/18. A box 15" X 12" X 5" deep arrived on the 22nd. Eagerly, I opened the box to find brown packing paper 24" by 156", a Master Packing Slip, and the Windows Vista Home Premium License pack/product key/authentification code insert with "Software Disc Not Included" on the front. I notified them immediately and have received several automatic responses, a questionaire asking many questions about the container - "evidence of tampering..." etc. Which I answered, more auto responses, another questionaire -"How do you want to handle...? (paraphrased) which I answered, and another e-mail saying a "lost/short shipment claim had been filed on my behalf...".
2/26/07 Received: "While researching your claim request... The shipping company has confirmed that your package was delivered to the Ship To address you listed on your order. We therefore regret to inform you that your claim request has been denied." Hello! Not disputing the shipment arrived at my address, that is how I know it was empty. Situation is not resolved. However, whomever has the software disc cannot legally use it without the authentication codes.
