Ripoff refuse refund refuse to resolve complaint Paypal Ebay

I purchased software (on a CD) from the vendor on Ebay via Paypal. Item arrived (in June) without registration information, so I was unable to use it. I asked vendor for the registration information but he initially refused to correspond. He later said to return the item for a replacement.

The item was sent back a week later, but seller has refused to provide replacement or refund (I have the receipt to prove it was sent). Seller says item did not arrive but it must have as the item was correctly addressed and had my full return address on it.

Even if the vendor is correct, he has done nothing to resolve matter.in fact he left *me* with negative feedback even though I paid promptly. He was eventualy forced to withdraw feedback.

I then complained to EBay and Paypal who sided with vendor on the basis I didn't provide a 'tracking number' of the posted item. However the vendor never requested one, which is why there isn't one. It should be remembered that I sent the item back to him in exactly the same way he sent it to me - ordinary post.

This all started because the vendor failed to provide the registration details and it was he who asked me to send the disc back to him - yet I'm the one who gets stung?

I've never had a transaction involving Ebay / Paypal go sour on me before, and I have been let down by them as much as I have by the vendor.

I will never use Ebay / Paypal again.
