Selling personal information to people ripoff

I found this site by messing around on www.Switchboard.com, apparently I somehow got linked there to this "Background Check" site. I at first thought it was nothing, but when I saw, "Background Check includes,

Criminal Report, Lawsuits. Judgments, Liens, Bankruptcies, Property Ownership, 30 Year Address History, Relatives & Associates, Professional licenses, Marriage records, asset search, Corporate affiliations and More."

To my best knowledge, this is completly illigal. This is due to the fact they are selling Personal Information, please inform me if this is illigal or not, thank you for your time.
