This merchant cons you on ebay. He has an advertisement describing products, but sends you junk. He then claims it must have been his distributor. He thens tells you to return the stuff and he will send you the right stuff. And you wait a while he says his distributor is having problems and he will refund your money. He does not refund your money and no longer will answer the phone.
