Automatic charge for privacy controls

I received an email from Paypal saying that I owed £8.12 to Safecart for privacy controls, FOR WHAT!!!
I have not purchased anything online since last year and then it was just some items from Tesco and Speedy Pc which failed to fix a now defunct computer yet I am still expected to pay out whatever charges are presented for some trumped up service that I will not benefit from or to my knowledge ever received nor will.
