NCO Financial Systems & Verizon rip-off! Invalid charges for on-line service, which they did not provide, then referred us to NCO for collection

At the end of March we purchased a home and moved to an area in Williamsburg, whereby Verizon did not offer DSL on-line service (service they provided prior to our move). Having no choice we then contracted with Cox to provide on-line and telephone service and that's when the nightmare began.

Even though as soon as we moved and realized we could not access the internet and Verizon admitting to the fact that they had misled us, they continued to bill us for the telephone and online service. After numerous conversation, it was finally agreed they would remove all charges and our account would be credited accordingly. All went well till June.in June we received another bill, then in October we were referred to a RMA collection agency.

Each time we received a bill I was given an assurance that a credit is being applied, but it might take a "cople of cycles." In October I thought I thought I finally found a soul who was willing to listen and who actually contacted RMA to have them close the file as our account was in good standing and we did not have a balance due. I contacted RMA again and was told the file was in fact closed and we were all set. However, yesterday we received a threatning letter from NCO Financial Systems indicating we owed $44.37, which must be paid immediately.

I tried calling NCO, but was told that any disputes must be put in writing. I then called Verizon and after going through the story again and being put on hold for about 1/2 hour I was told, they're working on it and someone would get back to me later that evening or early the following morning. Well, that didn't happen. I then collected all my information and faxed it to NCO with a cover note explaining the whole mess. I tried following up with NCO to determine whether my fax has been received, and that's when I encountered totally unaccaptable behavior.

I was hung up on, I was cut off in the middle of a sentance and put on hold (after 20 minutes, I decided they were not going to pick up again), I was given a different number to call, which I did. The 888-207-3081 was another game, since I was told, that they have nothing to do with our account and I need to go back to square one. I have never, ever encountered such mean and bothered personnel, nor have I ever been treated so poorly.

In addition, before one of the reps hung up on me, he told me, that technically fax is not considered "in writing." When I tried to find out whether that's the case, that's when I was cut off again. I'm at my wits end and not sure what to do next. I do not owe Verizon, or NCO and in the meantime I found out my credit is being ruined as a result of this pure harassment.
