Ripped off on hearing aid

I ordered two hearing aids the first part of December. My husband and I moved and had our mail forwarded. Nothing. Have never received anything. They took the money, and did not send the merchandise. From what I have read on the computer, how do they get by with ripping the public off. They run full page ads in the paper.
